Register a New Business

This is the application to establish a new business entity in the City of Salem, including those businesses with a physical location, home based businesses, temporary and mobile vendors.

Renew Existing Business License

For use by businesses with a current business license account with Salem City. You must have a Salem account number to use this form.

Register a New Out of Area Contractor

This application is for use by Contractors that are based outside of the City that will be coming into Salem to complete a job. Use this application if you have never been established with Salem or if you have not obtained a Salem license within the last 24 months.

Renew Existing Out of Area Contractor License

For use by Contractors that do not have a physical location in the City of Salem that have obtained a Salem license within the last 24 months. You must have a Salem account number to use this form.

Zoning Verification/Change-Location  (Existing Business)

For use by new businesses that have a physical business location in Salem or those with an active Salem business license account that have moved their business to a different commercial location within the City.

Zoning Change-Home Occupation (Existing Business)

For use by businesses that will use a residential location within the City to base their operations and those with an active home-based Salem business license account who have moved their business to a different residential location within the city. You will have to log in or create a City Works account to submit your permit to the Zoning Department. For questions regarding the home occupation process please contact the Zoning Department staff at communitydev@salemva.gov.

File Existing Business Tangible Property

For use by existing businesses to file current year tangible property (furniture, fixtures, machinery, etc.)

File and Pay Admissions Tax

This link will allow established businesses to file and pay their monthly Admissions tax. You must have a Salem account number to use this form.

File and Pay Transient Occupancy (Lodging) Tax

This link will allow established businesses to file and pay their monthly Transient Occupancy tax. You must have a Salem account number to use this form.

File and Pay Food & Beverage (Meals) Tax

This link will allow established businesses to file and pay their monthly Food & Beverage tax. You must have a Salem account number to use this form.

Document Submission

For use by anyone (business or individual) needing to securely submit a document to the Commissioner’s office that will not be accompanied by a filing form. This includes, but is not limited to, all documents requested by the Commissioner’s office to supplement a previously filed return.
